  • Luggage rack plugs, painted at factory?

So I frequently (more often than not) see luggage rack plugs installed in the decklid which have been painted body color in place. Were these in place before painting at the factory, or just an oversight by poor restorers and painters?

looking through my books, it appear on the painted "Painted luggage rack option" The "Reutter Rack" traveled through paint with the body, the inserts were applied with the interior components after paint.
I don't know about the other vendors
    Pushed around since 1966.

I think John is probably right on that but I could also so them added before paint to keep the threads from becoming choked with paint if and when a rack might be added.

This original set I came by had no signs of factory paint on them. Just a light coat of lime green that the rest of lid was painted in at some point.
