Obviously Zandvoort. From the name of the picture I deduce the date 15-8-60, but since that is a monday, it's not very likely. The first Porsche seems to have a licence plate starting with a B, which means early 1960, so that fits. Googling with the picture gave me a reference to a Dutch newspaper which printed this picture with the caption racing in 1966. Somehow that seems a bit late to me. Could you give me the full licence plate, or is the original also a bit unsharp?
